We live in a culture that presumes all problems stem from individuals, thus the culture of blame. In my decades of consulting experience, I've learned that people's behavior is largely shaped by the system in which they work. Business leaders have virtually no control over the behavior of individuals but almost complete control over the systems in which they work and which shapes their behavior.
